Jan 25, 2017 · T-Mobile did in the past (2011) release IMS source code to the Android community but I haven't seen any further push from T-Mobile in this area of development (IMS is the method used by T-Mobile to implement WiFi calling).

Mar 07, 2016 · Unfortunately no, it is not an app but has to be integrated into the OS so that is why it is only on T-Mobile branded phones with the exception of the iPhone since Apple integrated it into the OS on all of their devices but it only currently works on T-Mobile and maybe Sprint since they have started launching wifi calling on limited devices and with a lot more restrictions than T-Mobile.

Nov 05, 2019 · My Nexus phones and Pixel 2 weren't T-Mobile branded and have WiFi Calling WiFi Calling has been built in to Android for a few releases now. The problem is many non-T-Mobile carrier-specific devices exclude it at the request of the carrier. For the OP, an International device is probably the best bet, but it's not guaranteed.
