    An army cannot support a fleet into a sea zone, no. A unit can only support somewhere if it can move there itself. So a fleet can support an army along a coastal province, or an army support a fleet. But once out at sea, fleets cannot be supported by armies; and when armies are in squares not bordering a sea zone, they can't be supported by fleets.
