An army cannot support a fleet into a sea zone, no. A unit can only support somewhere if it can move there itself. So a fleet can support an army along a coastal province, or an army support a fleet. But once out at sea, fleets cannot be supported by armies; and when armies are in squares not bordering a sea zone, they can't be supported by fleets.

May 24, 2015 · Interestingly, the white, neutral armies that normally hold can be manipulated into holding or supporting other units using diplomacy points (DP) that all powers accumulate at a rate of 1 DP per SC, up to 3 DP, per Spring/Fall. Whoever bets the most DP on a neutral army during the order phase gets to execute the move they wrote for that amy.

There are some restrictions on where a fleet can go from that area and wher eit can send support (some spaces have more than one coast (Spain, Bulgaria and St. Petersburg for example and there are some other cases that come up.
