I tried manually downloading the activesupport gem and doing 'gem install local [path to gem]'. This appeared to work, so I did the same with rails 2.3.3.gem, but then got the same invalid gem format error, but for activerecord-2.3.3.gem.

This PR add methods to ActiveSupport::Duration to allow present it in ISO 8601 Duration format and instantiate from it. ISO 8601 Duration format is standartized way to represent duration for interchange, it's already recognized by some database engines (e.g. PostgreSQL) and client side libraries (e.g. plugin for Moment.js durations).

Parses str according to format and returns an ActiveSupport::TimeWithZone. Assumes that str is a time in the time zone self , unless format includes an explicit time zone. (This is the same behavior as parse .) In either case, the returned TimeWithZone has the timezone of self.

I got into the problem because python implements datetime.isoformat this way and outputs strings with that format. So either all of python is wrong (wouldn't be the first time) when dealing with datetime iso8601 strings or there is a bug in this parser.
