Possible to encode video that is 15fps using mpeg1/2?

Plain and simple. The input avi is 15 fps. The default for output is to keep the fps. But MPEG1 does not support 15 fps. Not a question of implementation, simply of what the standard accepts. Try ffmpeg -i input.avi -vcodec mpeg1video -r 15 output.mpg

1.2 FFmpeg does not support codec XXX. Can you include a Windows DLL loader to support it? No. Windows DLLs are not portable, bloated and often slow. Convert any video to MPEG-2 - FFmpeg

Aug 07, 2014 · tl;dr There's a reason I handle this stuff in AviSynth before ever giving it to an encoding program (for MPEG-2 I actually use HCenc, not ffmpeg), and I make sure the scripts denote the fps and AR info in their filenames so the correct options get set. The part about encoding anything it finds in a folder is simple: for loops.

ffmpeg Documentation

If some input channel layout is not known, try to guess only if it corresponds to at most the specified number of channels. For example, 2 tells to ffmpeg to recognize 1 channel as mono and 2 channels as stereo but not 6 channels as 5.1. The default is to always try to guess.
