There's no way to add handler for custom extensions in Windows Phone 7. According to rumors based on the leaked SDK, it may be possible in Windows Phone 8 (but no official announcement yet). So for now, there's nothing you can do.

Dec 07, 2017 · No. They don't. Even Windows 10 mobile don't support .exe files. Only apps downloaded from store are supported which are .xap files (unless you developer unlock your phone, where you can side load apps on your phone from your PC) but it CANT support exe files
