While you don't have VS 2005 support, you can still make this work. Remember that VS is a tool that makes it incredibly easy, but you can always get around it. My proposal is that you download the WSE 2.0 and find the assembly containing DIME and other libraries you need.

MIME was never supported by Microsoft and DIME was supported in an old version of WSE 2. You have two options: 1. Use the Wcf extensibility mechanisms to implement your own DIME/MIME support. At first look this will not be easy. 2. Build the MTOM/base64 Wcf service. Also build a DIME/MIME router in another technology (maybe WSE2 for DIME).
