Aug 15, 2019 · In the VNC Viewer window, copy text in the expected way for the target platform, for example by selecting it and pressing Ctrl+C for Windows or Cmd+C for Mac. If you are connected to a Mac from a non-Mac, press Alt+C to emulate Cmd+C. The text is copied to the Clipboard.

Could be VNC, or it could be another app that's "listening" to the clipboard viewer chain, where it is obligated to pass along notifications to the other apps in the chain. If the notifications aren't sent, then VNC may not even know that there has been a clipboard update.
