Business Intelligence Development Studio (BIDS) is installed via SQL Server Setup. There is no web download. (SQL Server 2008, and 2008 R2) For SQL Server 2012 or 2014, you can use either SSDT-BI for Visual Studio 2012 or SSDT-BI for Visual Studio 2013.
