Disk Utility message “Updating boot support partitions for the volume as required”. Finder crashed on a external drive which caused an abrupt eject. I rand Disk Utility over the drive and the operation finished with the message: Its a FAT32 partition, it already existed, and it was not bootable so its not clear to me what required updating.

I used that method to update my recovery partition to a 10.12.3 version: #34 Thanks. updated the recovery and then did a clean install on macbook 12. Unfortunately updating to 10.12.1 via the mac app store or delta updater will not update the recovery partition.
