Sep 14, 2017 · TCP is a protocol that ensures packets arrive safely and in the right order at the other end. So if a packet goes missing, it'll be re-requested, and TCP will buffer packets until it has a batch in the right order, so it can forward them to the receiving application. I think you're thinking about UDP, where there is no such control.
