I think you are using Windows 2000 , XP or Windows NT In these windows when you save the XML file from Note pad you also have encoding option at the bottom of Save Frame and by default encoding is ANSI which is comapitable with UTF-8 not UTF-16 you need to change this ANSI to Unicode Option and then try UTF-16 and I t will work.
