Steam does a $1 pre-op before you purchase something, which is retarded. They test whether or not there's money on the card, and sometimes if the transaction doesn't go through, that $1 will remain in contention for a while. It's really hit and miss with Steam and non-bank linked cards, and even with cards linked to a bank it can be iffy.
