It may very well be there are some games that lists partial controller support to indicate it only supports 360 controllers. I think you are missing his point there. "Partial Controller Support" doesn't mean anything more than some parts of the game is not really ideal to or just can't use a controller.

Sep 08, 2011 · ControllerMate is used to map the keys and mouse to the PS3 controller. Steam currently does not support gamepads in this current release of Steam on Mac. So technically this software may become obsolete when Steam implements gamepad support, but for the time being it allows the PS3 controller to be used with Steam games.

For example games like crash bandicoot, destiny 2, soul calibur 6, + more only say partial support, but controllers can be used perfectly with no issue and zero mouse input needed. Other games with partial support may need a mouse for a launcher (warframe, shenmue) or be super hard to navigate and use with a controller (risk of rain).
