It may very well be there are some games that lists partial controller support to indicate it only supports 360 controllers. I think you are missing his point there. "Partial Controller Support" doesn't mean anything more than some parts of the game is not really ideal to or just can't use a controller.

Partial means it is not possible to play the game with just a controller. It usually means the main game works fine with a controller but some aspect of running the game needs keyboard/mouse. For example a launcher which needs a mouse to select the Start Game option.
