To use IPv6 on Rogers, the router has to support DHCPv6-PD. The "PD" stands for Prefix Delegation, which is how Rogers pushes your prefix to your local network. If that Linksys doesn't support it, you'll have to get another one that does. Those instructions, in the link, appear to imply manual configuration.

As you can see my IPv6 results are much the same as your 6rd test. Modem is the CGN3ACSMR in bridge mode connected to a Linksys EA6900 running DD-WRT (because the IPv6 support in the OEM firmware is terrible). I've tried different routers as well, same result. Any IPv6 traffic over the Rogers network is capped at 20 Mbit (at least for downstream).

If you are using a Rogers residential gateway (such as the HiTron cable modem) without an additional firewall you are at risk! I am currently fighting with Rogers to have them accept responsibility for this: their rollout of IPv6 is flawed. Rogers are assigning computers on your LAN a publicly visible IPv6 IP address.
