I want you to know that you are absolutely incorrect saying all support for the Retail game is handled by GFWL. When your cd-key is destroyed in the name of piracy like mine the ONLY WAY to get it fixed it threw Rockstar games. I know this for a fact.

It blows my mind that I can't find one coherent patch to make GTA 4 (steam version) run on Windows 8.1 (Have an Asus ROG laptop with Nvidia GeForce GTX 860M, Intel Core i7-4710HQ CPU @2.5Ghz).
