I opened a case to RedHat after my research and they confirmed that they do not intend to add TLSv1.1 and higher support to RHEL5 (so it won't be in CentOS5 or other derivations either). RedHat regards it as a feature change rather than a bug and RHEL5 being over 10 years old is now in Phase 3 support.
