That's a question for Oracle technical support. I would recommend you to temporarily remove parts of your PMML document in order to see what PMML features are supported/unsupported in 11g.

Nov 19, 2004 · Oracle Data Mining does not support the import of PMML for clustering models, only for NB and AR in 9iR2 and 10gR1. PMML import/export of NB and AR will not be supported in 10gR2. The new decision tree algorithm in 10gR2 will have PMML export, but not import.
