I have read that OpenVZ does not support IPSec, but I've also read some documentation that suggests it's possible with the right modules enabled on the host node. Are any other OpenVZ hosts able to successfully enable IPSec for their containers? What modules need to be enabled if so?

I have a openVZ host running racoon. I can establish a connection and the vpn client can ping the host's virtual bridge vmbr1 IP 10.0.2.254. But I can't reach/ping the VPS "behind" the virtual bridge with IP 10.0.2.123. on "tcpdump -i eth0" in the VPS I can see the ICMP request, but there is no reply generated.

Pure IPSec VPN on OpenVZ. Since there is not Native support for IPSec in OpenVZ kernel, it is not possible to use openSwan, strongSwan or Racoon for IPSec VPN on OpenVZ VM. This has been changed, a plugin called kernel-libipsec was introduced after strongSwan Version 5.10. We can use this plugin with TUN to simulate a IPSec support in userspace.

Also, that's the only daemon with it's own userspace IPsec library so you can use it in OpenVZ with old kernel versions (which, by the way, comes with broken IPsec routing).
