Microsoft changed the available and supported codecs with Lync 2013 and does no longer support H.263 (previously available in Microsoft Lync 2010).

Mar 26, 2014 · Recall that H.264 AVC support (around since 2007) was only introduced in Lync 2013. Also, H.264 AVC was only introduced to Cisco VCS very late in 2013, so I doubt you'll see H.265 in Cisco products any time soon either. I'm sure future versions will support it, if the demand is there.
