I am able to load and use add-ons manually installed the old way. I was going to test finding a Workshop add-on via the non official L4D2 website and install it manually to see if it would work that way which would eliminate an addon compatibility variable and leave Steam as the most likely culprit. There is a Mac specific forum on Steam.
