I have a device that is taking TV screenshots at precise times (it doesn't take incomplete frames). Still this screenshot is an interlace image made from two different original frames. Now, the question is if/how is possible to identify which of the lines are newer/older.

The only feature left missing is b-frame support in interlaced VC-1 and the old ones do not have that. You will notice this as blocky patches in scenes that are static.

These two half-frames are known as fields and the process of displaying the two fields alternately is called interlacing. NTSC and PAL video systems both use interlaced fields. NTSC video systems display 30 frames per second, or 60 fields per second; PAL video systems display 25 frames per second, or 50 fields per second.

Interlaced pix are comprised of two fields captured at two different points in time. While this is right and proper for interlaced CRT display, it plays hob with any process that wants to deal with an entire frame.
