Looks like the only possibility is the scammers hijack Dell Tech Support Department phone number, actually I told my friends about the good service quality of Dell Technical Support since they collected user experience and warned me about the potential attack, but looks like those are done by scammer. I guess Dell owes scammer many thanks.
