Comment on attachment 8365492 Add MJPEG support (default huffman tables) to libjpeg f+, and to Jeff for the actual review. FWIW, the "not using the first bit, so we'll just specify the rest and then copy from &bits[1]" may be worth a comment where the bits table is defined, though I probably would have done the array of 17 elements (what ffmpeg does).
