partial controller support mean that a controller can be used for the game, however you will still need a keyboard and mouse (although a mose may not be needed). usually when a game has too many buttons to fit on the everyday controller, it's partial controller support.

i never played the pc version before, and am getting the anthology in sept. i got a 360 controller a couple months back for pc gaming, and really hope that fallout 3 and new vegas support a controller.
