I'm sorry but you're both incorrect and I am in fact correct - the combination being asked about (SQL 2008 on Server 2008 Standard) will NOT support clustering (even 2-node) as Server 2008 Standard does not support Failover Clustering at all.

Dec 05, 2017 · In the server manager console of Windows Server 2008 R2 Standard Edition, the Failover Clustering feature is not available directly. But into the same window if you expand "Remote Server Administration Tools" --> "Feature Administration Tools" --> here you can get "Failover Clustering Tools" and you can install that from here too.

However, you may consider deploying Hyper-V Server 2008 R2 (free edition) and run your Windows Server 208 R2 Standard Edition as a VM on top of Hyper-V Server 2008 R2. Hyper-V Server 2008 R2 DOES include clustering, so you can configure your VMs to be highly available.

Creating a failover clustering means you have at least two servers connected to a shared storage. Failover Clustering System Requirement: Windows Server 2008/R2: Failover Clustering feature is available with Windows Server 2008/R2 Enterprise/Data Center editions. You don't have this feature with the Standard edition of Windows Server 2008/R2.
