I guess that Cat 3560 doesn't support Netflow accounting by hardware (the same for Cat 3750 what I use). Using the perfect tool Feature Navigator you can check your IOS or your hardware cpabilities:

Aug 30, 2018 · The Catalyst 3560 and 2960 switches do not support switch stacking. Catalyst 2960-S does support stacking. Unless otherwise noted, the term switch refers to a standalone switch and to a switch stack. The Catalyst 3560-C switch does not support the IP services image.
