The reason this happens is because Visa has had an issue with a company in the past and wants your bank to verify the purchase. The only thing this number should request from you is your name, card number, and a mobile phone to send a security number that you will speak back to them.

You probably aren't really aware they exist, but they probably receive hundreds if not thousands of charges (from Visa cards) every day for sweet electronic and computer bits. I tried to be one of those lucky people this morning.

3) I contacted Chase and the Visa Verified by Signature Department, aka Fraud Department, kept telling me she does not see any pending transactions. In order for her to clear it, the merchant needs to first post it. Long story short, they couldn't do anything unless they see the transaction posted as "blocked".
