Not an expert, just what i could find on the web. from what I understand, the WebView does indeed support ssl, however, the blank screen is an indication that the WebView does not believe that the certificate is valid.

Android support for TLS. I have found that TLS1.1 and TLS1.2 is supported from API level 16 and on by default from API level 20. From a server perspective this means that you will only support clients using 4.4W or higher, since you can't rely clients to turn on TLS 1.1 and TLS 1.2 support.

Nov 11, 2015 · For Android, I obtained client capabilities by running an emulator to launch each of the available Android versions. It's possible that the image was "contaminated" and TLS 1.2 enabled even if that's not the default. I'll have to look into it again.
