Well, try buying the Compaq USB 2.0 PCMCIA card (around $30) I am sure you will experience that your external drive is reading at very high speed. The only thing I observed that it does not show USB 2.0 root hub in device manager. Alternatively try NEC cardbus adapter and let me know whether that helps.

Mar 19, 2018 · I have a DELL laptop that just had a motherboard and hard drive replaced. After re-installing and updating Windows 10 (7th March), I noticed that the USB3.0 port is no longer able to read USB 2.0 flash drives. It still reads my USB3.0 portable hard drive. The USB 2.0 port still works.
