While running test images, I noticed that I was missing cpufreq on an A20 cubietruck. There was no directory cpufreq and the tools didn't work. The solution to this problem was the driver axp20x-i2c. It wasn't loaded, and in my case I had not build the module at all.

This appears to be an ACPI spec, not a proprietary implementation (?). With that in mind, AMD's recent focus on open-source software, and the fact that AMD does not have a custom cpufreq driver, I would expect support for this feature to be rolled into the default cpufreq.
