Aug 29, 2007 · After hunting for a different answer, I found the answer to this. You can get to control panel by using Start->Windows Explorer. If you drill down to Control panel and select "Power options" and pick any power scheme other than the default, cool n' quiet will start working (my machine dropped to 1V and 1000Mhz immediately.

For accurate testing, we had used the ASRock 939Dual-SATA2 motherboard as well as the Tyan Tomcat K8E-SLI S2866. The two motherboards were tested separately to ensure precise measurements Of course, both motherboards support Cool 'n' Quiet and it allows the technology to be enabled/disabled from their respective BIOS.

So I downloaded the Windows XP x64 version of Cool 'n Quiet from my Mother Board support site. I then ran it as an Admin in XP compatability mode. Sucess! The Processor management option is now available. Still don't know if it works but at least that should get some people started.
