Would this by any chance be regarding IE7 opening a new tab as a blank page? If so, Click on Tools>Internet Options, click on the 'Settings' button in the 'Tabs' section on the 'General' tab, check the box that says 'Open home page for new tabs instead of a blank page', OK your way back out and hey presto, Home page instead of a blank one!
