When I select my home Wi-Fi network on my iPhone and my iPad as prescribed in your article, it connects (I get a check mark next to that name). Oct 15, 2019 · Going to captive.apple.com does not work. Typing in 192.0.2.1 or similar does not work. Forgetting the network and connecting again does not work. Rebooting my MacBook Pro does work...but really apple? I have to reboot to connect to a public wifi? All these workarounds used to work for me most of the time with Mojave.

What you are seeing here is completely expected with a locked-down wireless network which requires authentication. A well-designed captive portal keeps you from accessing the internet for a very good reason - security - and this is obvious because you need credentials to authenticate to this University's user directory through the portal.
