Depending on what you are trying to do , you'll need to download a package that's best fit it. If you are installing new XI3.1 deployment, you'll need XI3.1 Full Install package (Server/Client) , plus BOE XI 3.1 ServicePack 2 (Server + Client) - update minimum.
