Just came across KB83346 that references a problem with mouse/keyboard not working on a certain Dell laptop. It seems to mention an issue with USB 3.0 and that you need to install a hotfix and also enable the option called "Always enable pre-boot USB support".

We have been trying to determine the best default configurations for our client base. Seems that without enabling the "Always enable pre-boot USB support (auto otherwise)" we end up with all sorts of strange USB mouse/KB issues. Oct 24, 2017 · It's unlikely that enabling pre-boot usb support will cause issue, but you should take a system, modify it's policy, test and evaluate before applying it to other systems. I would recommend creating a custom tag, apply the tag to the specific system. Also duplicate and create a test policy.
