it's not an error, Windows 8.1 was never intended to be supported in 11.3 as it shipped, Novell knew that support would not be ready in time. There is a patch coming very soon for the shipping 11.3 that will add support for Windows 8.1--Shaun Pond newly reminted as a Knowledge Partner
