MinGW can sometimes cause compilation issues (because of Windows-based compatibility requirements - I am not saying MinGW is not good). I try to compile on native UNIX system when ever possible. ffmpeg has built in support for swscale. If you cannot find a way to fix your problem you may want to consider using ffmpeg with x264 support.

P.S. the ffmpeg is most up-to-date from Ubuntu maintainers, it lists that it was configured with --enable-libx264. ... ffmpeg -i x264-input.mp4 -vcodec libx264 -f mp4 x264-output.mp4 ... This answer is a couple years old, but I'm struggeling with the same problem. I'm on OSX using OpenCV 3.2.0 and ffmpeg compiled with openh264.

Nov 02, 2017 · The difference is that the official binary build of x264 is compiled with lavf support, while ours isn't, for very good reason actually: lavf, i.e., libavformat, is part of FFmpeg, so making x264 depend on FFmpeg would introduce a circular dependency.
