It does support hardware virtualization and that is a big help in making the emulator run smoothly. If your machine running the emulator is too fast you won't have any idea how your app will perform on an actual phone (I have never been in the same room as a WP7 phone). At least the tools now tell you that you can't run them on Windows XP.
