I think that web browsers like Firefox and IE5+ do support Unicode, even if Windows 98 does not itself (I don't remember). That should be sufficient. It would probably not take long to install a test copy of Moodle 1.9 on your server, then you could experiment.

Windows 98 doesn't have Unicode support built in, so a simple Unicode built program will not even be able to load up under Windows 98. There is nothing you can do about this. Fortunately, there is a solution. You can use the Unicode libraries for windows 95.

Oct 26, 2009 · This apparently works OK in XP and later but is a problem in 98. Yes you do have to turn on Multilingual support at installation time. I did that, with no happy ending. I still think the problem is in Visual Basic that needs to be set for Multilingual support when the program is to be run under windows 98.
