I have an existing Windows Forms desktop application targeting .NET Framework 4 and would like to add Windows 8 touch support to it. Currently the program works fine in Windows 8, and I can potentially just resize some of the elements to make it more user-friendly on touch devices.

It's likely whatever comes after .NET 4.0 will include WinForms, too, in which case the clock resets. This 5+5 policy applies to all business-related infrastructure software: Windows, Windows Server, SQL Server, Visual Studio, .NET, and so on. The point is, you won't have to worry about lack of support for WinForms.
