I'm going to assume you are using x64 Windows (you should check) and trying to install Windows 8.1 which has a few more cpu requirements in comparison to Windows 8, as far as I'm aware e.g. your processor needs to support CMPXCHG16b, PrefetchW, and LAHF/SAHF.
