Mar 17, 2015 · You can try support.microsoft.com. I created some week ago a case for a win2003 dhcp server. So yes you can still open support case. The cost is listed when you create the case. They will ask to call in if you buy a one time incident, on my case I called to use a msdn incident's I'am allowed too. If you are a partner you can have some incident too.
