I run into the same problem after getting 2 pairs of longer cable (thus able to verify it's not a faulty cable) - and to cut the story short, I use a multimeter tester to test each pin connection.

I doubt Pascal has any VGA support in the GPU itself & no AIB will offer this because the GPU itself doesn't support it, so you'll have to stick to a GeForce 900 series GPU for DVI-I & VGA support if you really need it that badly. Only 2 Quadro Maxwell cards have DVI-I, Quadro M6000 24GB & M5000, everything else has DisplayPort.
