The following devices do not support Whispercast device management functionality: Starting with the Fire HD 8 (8th Generation), Fire tablets do not support Whispercast policies and cannot receive Kindle apps via Whispercast. Kid's Edition Fire tablets cannot be managed by Whispercast.

Apr 09, 2018 · Whispercast is only available in the US. (ETA: the Whispercast Help pages, on amazon.com, have a contact link for certain support but it's limited to US registered Whispercast users.) There is no such thing as a 'Kindle account.' There is an Amazon account on which you can access Kindle devices and content. Why do you have 10 Amazon accounts?
