VT-x/AMD-V was disabled by Hyper-V – Hyper-V is Microsoft’s proprietary virtualization technology. The most recent Windows versions will enable Hyper-V automatically and disable VT-x/AMD-V in order to avoid any conflicts. However, Hyper-V does not work well with virtual machines.

The option to turn VT-x on or off is only shown if VT-x is supported by the host CPU. This makes it impossible to use a VM created on a VT-x capable machine on another machine that does not support VT-x; when attempting to start such a machine, Virtual Box complains that VT-x is not supported, but there is no way to turn it off.

Your laptop's processor doesn't support Intel VT-x technology, so there is no way you can run VirtualBox or Hyper-V on it. If you want to check whether your computer supports any virtualisation technology go to Command Prompt and type systeminfo. Down to the bottom, you can see Hyper-V requirements. If all of it says yes then you can run VirtualBox.
