I did see in the Workstation 11 manual that it states on certain version of Linux and Windows 8 are supported for USB 3.0 (Same as Workstation 10). If a device isn't supported "out of the box" (from the OS), WMware won't allow using it. I remember that Windows 7 and Windows 2008R2 (as it's server counterpart) didn't support USB 3.0, as this finally was managed by Windows 8.

Jun 10, 2019 · I used an updated driver from Intel to update a Windows 7 VM and it sees and can connect to the drives on the USB 3.1 Ports. Intel indicates that Win 10 support is exclusively in Windows 10 and the W7 driver is not installable on W10 Any help on how to get the USB 3.1 ports to work for W10 VM on Workstation 15.1?

Basically this is because you are trying to connect a USB 3 device through a USB 3 port to VMware Workstation’s USB 2 port (USB 2 is all that VMware Workstation 9 supports). you can fix this by connecting the USB to a USB 2 port on the computer, or see if an upgraded version of VMware Workstation enables USB 3 support.
