Duncan Epping at Yellow Bricks calls attention to a MSFT KB article which clearly states that Microsoft does NOT support clustering vCenter with Microsoft Cluster Server (MSCS).. High Availability for vCenter is critical for your virtual infrastructure. If your vCenter server is unavailable, not only have you lost a central management point, but you have lost all DRS and HA capability as well.www.blueshiftblog.com/?p=160

I’m sure you can get vCenter to work with MSCS, but they clearly state they are not going to support any MSCS issues. If something goes wrong, VMware just directs you to get with Microsoft (and the endless vendor loop begins). Maybe there is a way to get vCenter to work on windows 95, but I’m sure VMware won’t support it.www.yellow-bricks.com/2010/07/16/mscs-clustered-vcenter-server-4-x-not-supported

Unlike the vSphere HA cluster option, the MSCS option works only for Windows virtual machines and does not support the vCenter Server Appliance. Before you can set up MSCS for vCenter Server availability, you must create a virtual machine with one of the following guest operating systems: Windows 2008 SP2; Windows 2012 R2 Datacenterhttps://blogs.vmware.com/vsphere/2015/03/vcenter-server-6-topology-ha.html

5. Protect vCenter Server 6.0 with MSCS. I read this on a recent vSphere blog post. It seems that, amidst the initial confusion, vCenter Server 6.0 (and 5.5 U3) will now support the clustering of the vCenter Server using MSCS, in addition to the back-end database.https://cormachogan.com/2015/02/10/vsphere-6-0...
