Jul 07, 2016 · This is not the correct arabic string that i passed in the add user command. i think sending arabic from api to mikrotik should not be in "UTF-8" encoding, or maybe it should be a specific encoding which i don't know, to be displayed correctly in Winbox.

You not only have to put the meta tag, telling that it is UTF-8 but really make the document UTF-8. You can do that with good editors (like notepad++) by converting them to "unicode" or "UTF-8 without BOM". Than you can simply use arabic characters.
